H2N-CH2-CH2-NH2 + H2O = +H3N-CH2-CH2-NH3+

on reacting with water the the lone pair of each amino group takes up H+ from the water molecule converting the amino group to ammonium ion (making the resulting solution basic)

Similarly, when 2 molar eqvivalent HCl is added a solution of 1,2-diaminoethane the two basic sites at the nitrogen atom takes up the 2H+ ion from each mole of HCl and the remaining 2 Chloride ion (Cl-) balances the cationic complex formed.
