H2CO3 is carbonic acid. for arriving at the conjugate base, a proton (H+) from the acid need to be removed. The resulting base will have formula of one less hydrogen atom and the charge will be reduced by 1. Hence the formula is HCO3-. It is bicarbonate ion.
