Mass of the sample powder = 9 mg = 0.009g

So moles of inhibitor present in the sample = Sample mass/MW = 1.861*10-5 moles = 1.861*10-2 milli moles

Required concentration = 0.75 mM = 0.75 milli moles/L

Since molarity = moles/Volume in Liters

So, Volume = moles/Molarity = 1.861*10-2/0.75 = 2.481*10-2 L = 24.81 mL

Thus, we can prepare the stock solution of 0.75 mM inhibitor by dissolving the 9 mg powder sample in 24.81 mL of water. We don't need any balance for this because we are using the whole amount of powder, we just need to accurately measure out the volume of water required to prepare the solution of desired conc.
