A and B are rejected as we can save more patients via C and D at lower cost per patient.
E and F offer even lower costs but we will be able to save less number of patients.
In this kind of scenario that decision depends on the priority and funds available. In case of low availability of funds E scenario should be choosen. If saving lives is the top priority without and constraints of funds then C is the best option. If the govt. wants to balance these two it could go either D or F.
Usually Govt. goes for options close to F as it saves good amount of lives at considerably lower cost.
