Supporters of the plan cite the fact that the national average of facilities that dispose their recyclable items in an environmental responsible manner is 34.5% compared to Houston's 6% and it would help reduce greenhouse gas emissions and costs. One reason attributed to this pollution reduction is that it would cut traffic since there would be only one pickup compared to two. However, Dr. Robert Bullard, Dean of the School of Public Affairs at Texas Southern University found that there is mostly a lower income, minority population surrounding the landfill. Placing a new waste-sorting plant near an existing landfill will once again demonstrate how his research on environmental racism continues to be practiced, in this case by the Houston officials. Environmental racism represents the proximity of minority neighborhoods being exposed to environmental risks at a higher rate than their “non-minority" counterparts because they lack the political and financial clout to challenge the environmental threats. Houston's director of sustainability, Laura Spanjian, disagrees and believes the proposed sorting center is an advanced manufacturing facility and not a landfill. But, she admits that while this facility would receive a fair amount of truck traffic, it would improve the environmental quality of the neighborhood by diverting the waste from the existing landfills. Bullard disagrees and believes that the landfills he was able to get closed in these minority neighborhoods in the late 1960s and 1970s are now being replaced by new facilities.

Yes , I would favour the new manifacturing facility in minority neighbourhood. First there is no case of enviromental racism because neighbourhood minority can be adequately compensated and can be relocated to better living conditions.

Secondly , today we suffering from enviromental problem and if we didn't resolve the problem it will become catastrophe for us. So if new manifacturing facility can help in reducing emmisions of gases then we must go for it. A small begining can have larger impact.
