With the results of this, the risks will be negligible. Author says it is a situation of “dry run”. Elaborate on this if you would. This falls under the Organizing function of management, which really about developing the organization structure and making sure you have the personnel to make things happen. I can see the purpose or value into dividing personnel into smaller subparts/groups. But ultimately how will the risks be neglible or how does this mitigate any risk that might be present?

When there is a division in large scale organisation it helps us to mitigate risk because when the organisation is divided into subparts and groups than to identify faults or risks becomes very easy which will help for better functioning of organisation. Due to this groups and subparts the work load pressure will be low and so they can try to bring the best output from them. Groups will alwsya help us to reduce the work load and stress which is a good sign. Due to this subparts and groups it will help to improve for the better functioning of organisation which is a good sign.
