Yes, the 10% commission I feel should be paid. This payment when shared with others like the government will help solidify the deal. “in certain countries normal business transactions cannot be initiated or completed without paying bribes. The firm may justify such conduct on the grounds of business necessity and that it is merely doing what is the norm in that country” (Sanyal, 2005). This bribe can be considered the commission rate for the go-between person. By sharing this bribe, not only can the government of that country benefit from the money, but the go-between person can also benefit from negotiating a deal and receiving the money.

Knowing that most countries favor deals for conducting business, I feel that it does not make a difference if commission is paid since it is becoming a popular thing to do for international businesses.

I think there should be more attempts to regulate these transactions. The Organization for Economic Cooperation and Development (OECD) oversees making sure that bribes are not being committed. This organization tries to manage bribes being performed and charging those caught with criminal charges to try and deter bribes. Explanation / Answer
If a fixed commission of 10% is paid then it is justified. To ease a transaction some commission needs to be paid. If it is fixed before hand then the transaction is both ethical and legal. but if someone takes extra money just to the work he is supposed to do for the money he is already beinged paid is bribe which is nor ethical nor legal. if our competitors pay a fixed previously agreed commission which then only change in decision would be to alter the % of commission but if my competitors pay bribe I would not suggest to do the same. not all kind of commission is to be considered bribe, transactions which are accounted for and for which tax is paid should not be considered bribe. but unaccounted commissions are bribe and intertational laws should be strict about stopping such transactions.
