I think you have some good point about licensing but I wanted to to point out that when exporting companies use local agents that are familiar the market to seller the product. Does that give you comfort with exporting? Also how well to you trust/believe that if the technology is very unique that the the licensing arrangement would lead to come infringement? What legal safeguard to you think need to process the patent technology? Will those legal safeguards make the licensing option less desirable?

While enterin into international market, exporting is the first and foremost step that comes in hand. Although being a very first step, its not that much easy as selling in domestic market. Due to international barriers and hurdles like unknown international market trends, new market norms, different taste an fashion of customer, new perspective of selling, international government's lwas and regulations etc.

So, to hedge the risk arising out of the above stated factors, exporters generally find a way in form of appointing a local agen in international market to help the exporter in selling in that new market. Obviously it brings much easy in the following forms:
