1.a There are various arguments related to the use of contracted health services and privately operated correctional facility. This can be argued in the context of Operating cost,medical expenses, Services provided for the Inmates,Physical environment, Previleges in form of education ,vocational training,labour charges.

The operating cost of privately operated correctional facility is higher than the contracted health service which affects the overall functions of Privately operated correctional facility.The health needs of inmates in both contracted health services and privately operated correctional facilities are similar and there is no compromise in the care given and cost spent for availing the same.The physical environment is safer in contracted health service than private correctional facility with more assaults,escapes,less security facility. Contracted health services also provides other previleges in the form of insurance,rehabilitation services(Physical,Vocational) which is lesser in private correctional facility. The labour charges are comparatively higher in private correctional facility than contracted health services.

1,b The age.gender, Physical,mental health status, length of sentence,Availability,accessibility to health care services, decision of lawmakers,authority of the facility ,advancement of medical science and technology , type of illness are some of the factors hat will determine the type of health services that correctional facilities may need over the next 10 years.

1.c. "Right to health" is an important ethical problem related to provision of health care. In correctional setting fulfilling the health needs of inmates is often irritant to the correctional authority .Most of the time it is been denied or modified against the policy rather than meeting the needs. The inmates are abused orally when they plead for their rights. Because the authority think that the goal of correctional facility is to confine,punish and rarely rehabilitate . They always compromise with goal care and cure of the medical services.

In order to achieve the right to health of inmates of correctional facilitity the following recommendations are suggested.

1. Strict policy making and advocacy for the right to health of inmates of correctional facility.

2. Appointment of additional number of Physician,nurses for provision of care.

3. Periodic screening for the presence of disease and prompt management.

4.Emphasize on the holistic health of the inmates .

5.Allocation of adequate budget for provision of medical care and rehabilitation.

6. Adherence to the legal and ethical principles in the provision of care.

7.Reduction in the period of Confinement for good conduct.

8. Provision of incentive,Increment for good Job,Conduct.

9. Organising Counselling sessions for the inmates.

All the above recommendations will help to maintain the holistic health of inmates in correctional facility.
