Explanation / Answer

The force on charge C is zero. This means the electric field is zero at the point where the charge C is located. The electric field is zero irrespective of what the charge of the C is. Since the point, C is farther away from A than from B and the electric field is inversely proportional to distance, the charge A is greater in magnitude than charge B. And charge C cannot be determined.
