For low risk range = 4 pCi/l to 10 pCi/l

Cavg = (6.3 + 5.4 + 2.1 + 0.9)/4 = 3.675 pCi/l

For risk associated with infants = 15*Cavg /15

= 15* 3.675/15

= 3.675 pCi/l

For risk associated with adults = 15*Cavg/70

= 15*3.675/70

= 0.7864 pCi/l

From above two results we can see that only value of risk associated with infants are near to low risk condition.

So only infants will be effected.
