To prodce IR drop to the motor, it is possible only if output of AND gate must be high. To maintain AND gate output is high by palcing inputs to the AND gate will be high on that process we will decide the bot pattern.

D0=1, D1=0, D2=1, D3=0, D4=1, D5=0, D6=0, D7=1

so bit pattern is (10010101)2  

pattern in base 16 is (95)16

when the switch position is at c then R1 is diconnected so L1 and R2 are in series. Time constant for that connection is given by L1/R2.
