Can someone help me with this question. I'm kind of confused on what they are asking about.

Suppose you wanted to obtain the Thevenin Equivalent of a circuit by making two measurements, neither of which involves measuring the current of the short circuit. You measure voltage of the open circuit and then place a 1 k-ohm resistor across the terminals and measure the voltage drop across the resistor.
