W = mgh = (88.9kg)(9.81m/s2)(137 steps)(.161m) = 19,200 J

2. Power is the change in work over time (P=w/t). You just solved for the work and they give you the time, so it's simple plug and chug from here...

P = 19,200 J / 228 s = 84.2 watts
