Since its negative edge triggered FF, o/p changes at negative edge based on i/p. If i/p=0, as per truth table, o/p toggles and =1.

As per truth table of JK-FF, o/p toggles when J=K=1 and o/p holds to same state if J=K=0. These are the same states required by T-FF. Hence if you tie J & K together it functions as a T-Flip flop.
