When switch is ON, the battery tries to push the current through the inductor but the inductor opposes the flow, so the pd across the inductor becomes equal to voltage across battery but in opposite direction (induced volatage). but the induced voltage cannot combat the voltage source with its own energy supply and the induced voltage across the inductor starts to decrease.
The current in the circute slowly increases thats why the voltage across the resistor increases
