It is a goal setting excercise and it provides a measurement to assess your planning performance.
When any person has a control over the budget process
1. He has clearly defined goals that are to be achieved in particular period of time.
2. Effective communication takes place in which ever scenario you take everybody is well informed about their role in achieving.
3. Coordination - There has to be someone to be incharge of the process and drive towards the budgets.
4. Actual performance can be evaluated very easily.
