Imagine that you are the mayor of a rural town that has been consistently economically depressed for much of the last century. A corporation proposes to buy a large piece of public land and develop it into a production facility. The purchase price and ongoing tax revenues would help provide vital services to the community and update the town’s aging infrastructure, and the new facility would provide good-paying jobs to many residents. Unfortunately, building the new facility would require the destruction of wetlands and forest on the land. What would you do, and why?
