LPTA is appropriate when needs are crystal clear, risk of dishonouring the contract is minimal and when there is no specific need or willingness to pay for superior performance or quality. In LPTA, factors other than cost and price are evaluated based on "acceptable" and "nonacceptable" terms. Techically, the best value is selected with a technically sound proposal with lowest evaluated price.
