unit step function is DC voltage . it is readly available in labs. this is only one reason , another reason is analytical calculation simplicity compared to other signal like sinisoidal /ramp etc

2. Assertion is false , but reason statement is true.

assertion is false becuse strain guage is passive. strain guage is a passive device . because it doesn't require any power source for its operation
