Is it a misrepresentation?

I don't think this is a bad representation as the author of the graph wanted to show data in a certain way.

What did the makers of this graph wanted to show?

The authors of the graph wanted to show the bias of increment in after-tax income in higher percentiles of income.

For example, In top 1 percentiles and top .1 percentiles we see a very high income growth of 8%-10% compared to the 0 to 2% in lower quantiles of the after-tax income.

At an overall the growth would not seem much i.e. ~ 2% though
