The mean of the manslaughter  (total deaths) = (348+59+309+181+1861+176+117+63+162+1041+615+19+32+744+373+72+128+209+481+23)/20 = 351

The mean of the manslaughter rate (per 100,000 inhabitants) =

(7.2+8+4.5+6.1+4.8+3.2+3.3+6.7+24.2+5.1+6.0+1.3+1.9+5.8+5.6+2.3+4.4+4.7+10.3+1.7) / 20 = 5.9 deaths per 100,000 inhabitants.

b. The state District of Columbia has a high manslaughter rate of 24.2. This is an outlier value. Because of the presence of this value, the mean of the 20 states is higher at 5.9. The median rate of the 20 values is 5.0

If we take out this state from our calculation, the manslaughter rate per 100,000 inhabitants is 4.9, which is much smaller and the median is 4.8 and the results are more consistent and the mean and the median are more accurate representative measures of the population. The presence of the outlier value increases the mean, which may not be a true representation of the actual population.
