a) Yes the graph is very misleading. One should take the variable as ratio of no. of accidents and age group , instead of th no. of incidents only.
Justification: The no. of 16 year old age who drive is much much lesser than no of people of age 20 and above. Clearly, the risk of accident will be higher in case of higher age groups.
So, we must take the ratio as our variable, otherwise it will be extremely misleading.
b) Similar logic applies for the part b, as mentioned in the solution.
