When the reflector touches the ground, it will have zero velocity. This is because, with respect to center of wheel, reflector has a velocity 4.4 m/s in -X direction, while the wheel itself is moving with 4.4m/s in +X direction. Thus, for the observer, velocity of reflector will be zero.
The hunter should aim directly at the monkey, because the magnitude of acceleration does not affect the result.
