Explanation / Answer

The state/local government should in fact have different laws regarding certain animals since the different animals/species have their own unique needs and requirements. In terms of policies, the government should therefore cater to these needs in a customized manner with the help of professionals trained in the field. Organisations committed to the welfare of animals can be involved in the project and assist in the supervision to ensure implementation and accuracy. Also, the policies must include all the factors related to the welfare of that animal as well as human beings. This also incorporates the rate at which a particular animal can be used for the commercial purposes. Animals that are endagered or on the brink of extinction must be excluded from this in order to ensure their propagation. The work/plan formulated can be shared with the authorities responsible for decision making related to animal rights/policy makers. Once a meeting is held along with the correct personnel on this subject and the opinions of everyone is incorporated, further line of action or further assessment can be planned in alignment to the same.
