There could be different ways in which different managers deal with such a situation, some focus at bringing more productivity out of employees while some target at maintaining a healthy work life balance of it's employees .

I as a manager would not really like support such a proposal, I would be focusing more on employees work life balance, issuing laptops would however increase the workload on employees, rather would be giving my employees a weekly target and would have a 50-50% ratio of desktops and laptops, so that it would be Employees on how they focus on achieving the targets at workplace or outside, for urgnet meetings things, I'll always keep a backup of laptops with employees(any of the suitable, 6-7 employees) to whom I'll be issuing laptops anyways.

Because, as an employer it is equally important to consider employees well being, mental satisfaction from job and work-life balance as the productivity. Employee retention has become a very focused feature of HR these days and hence I'd be not be really supporting this this of complete replacement of desktops to laptops.
