a) According to Fitts law pop up menu design is more efficient than dropdown. Because rather going to somewhere else in the screen to select option for the popup menu user just press the press the mouse button where it resides and then choose the option from the list.

For example. If the user is somewhere down in the screen he needs to select some other option if there is a drop down button it will reside in starting or ending of page so he needs to scroll down or up to the menu and then select the option then select from the list it takes sometime and also sometimes irritating. Rather than this user just presses the mouse button where ever he is then one pop up with options will be displayed then he simply selects the required option then done. In both popup is easy so it efficient according to Fitts law.

b) They both same. Because in KLM it doesn't gives any design model it just calculates the time to access that by the user without error. It for thus KLM it doesn't matter the design the time to access without error is matters
