I reviewed the website, http://www.hrprosgateway.com/www/links.html, and found it to be confusing as some of the links do not work and a lot of them are outdated.

After clicking several different listings, I came to the following site “Thomas" Site at the Library of Congress. This website offers online searches of current legislation, bills, and the legislative process. Although the web address shows thomas.loc.gov when you place the pointer on the link, when clicked the link goes to the website of the U.S. Congress (https://www.congress.gov//).

This particular website, https://www.congress.gov//, is the homepage of the U.S. Congress which is responsible for the legislative branch of government. Filled with a lot of information, you can search for different legislative bills, committee members, congressional records, and more. You can even see and track a bill’s progress on the website and find out which elected official sponsored it. I find such a website to be very useful when it comes time to hold our elected officials responsible and accountable for their promises during election time. With such a website, you can always check on their promises and their lies.

The website’s layout is easy to move around on without a lot of confusion. There is also the ability to hear the text being read by a computer generated voice or you can download it for later. The voice is clearly understandable and makes it more accessible.

On the homepage, under Most-Viewed Bills, the number three bill is the H.R.392 [115th] Fairness for High-Skilled Immigrants Act of 2017 sponsored by Representative Jason Chaffetz. The H.R. 392 bill (U.S. Congress, 2017) seeks to primarily:

amend the Immigration and Nationality Act to eliminate the per-country numerical limitation for employment-based immigrants

increase the per-country numerical limitation for family-sponsored immigrants

In the PowerPoint slides for Chapter 3, slides number 7, 8, and 9 lists the different staffing models strategies for international human resource management. I feel that the H.R.392 [115th] Fairness for High-Skilled Immigrants Act of 2017 goes with the Geocentric Staffing Model and offers the best solution for a company. The Geocentric Staffing Model (DeNisi, 2018) seeks to:

put parent-country nationals, host-country nationals, and third-country nationals in the same category

attempts to always hire the best person for the position

Hiring the best person for the position is a better solution than hiring someone because you have no other options but to hire locally because of labor laws. I understand that hiring locally is how a lot of company do it, but we live in a global community where we must work together and the person with the best qualifications should be hired no matter if they do not live in the area yet. Using America as example, some of the world’s top technical engineers work in America but are not from America. A lot of them immigrated to America because they were recruited for their qualifications. America is the leader in technology and the tech companies know that a Geocentric Staffing Model is better for them, the industry, and their market.

Fairness for High-Skilled Immigrants Act of 2017 will eliminate the per-country numerical limitation for employment-based immigrants. This act will enable the US companies to recruit people with the most appropriate qualifications, skills, abilities, and experience in their organizations. This will bring direct benefits to American companies. Recruiting employees based on Geocentric Staffing Model will reduce training costs, reduce employee turnover, increase productivity, and recruit the best employees for each position. Fairness for High-Skilled Immigrants Act will open up the doors for global recruiting through the internet. This will reduce HR recruitment costs, enable the company to view the online personality of the applicants through social networking, and identify the best industry-specific skills & qualifications(1). For example, Google Inc. seeks and recruits the best talent globally. As you can observe the Fairness for High-Skilled Immigrants Act will increase the talent pool substantially. Overall, this act will make American companies more efficient, increase productivity, and encourage global expansion(2).
