I know National ISP is one of the ISPs that operates at the topmost level of the Internet. The question does not include this option. So very large national Internet service providers are at the top (example AT&T or Sprint). The national ISPs connect and exchange data at the NAPs. I am leaning towards B as my answer?

As the no of isps has grown a new type of network access point called metropolitan area exchange has arisen MAEs.
