Currently the table is in 1NF, since the composite key which acts as primary key in this table is STID and Ticket No. However few non key attributes partially dependant on the composite key, hence this is not in 2NF.
Moreover, there are transitive dependencies in the table like column fine depends on column code which is non key attribute .Hence it fails to be 3NF also.
