If the power of 10 is negetive the decimal point moves to the left and If the power of 10 is positive the decimal point moves to the right.

To convert the scientic number 2.87*10^-3 into decimal number move the decimal point three places to the left (since the power of 10 is negetive, the decimal point moves to the left)

Therefore, moving the decimal point three places to the left the obtained standard decimal  number is 0.00287.

(b)

To convert the scientic number 1.972*10^9 into decimal number move the decimal point nine places to the right (since the power of 10 is positivethe decimal point moves to the right)

Therefore, moving the decimal point nine places to the right the obtained standard decimal  number is 1972000000.
