"Temporary workers are usually needed in three instances which include completing a specific project, filling in for a full time employee while they are on leave, and/or handling an influx of business. If someone is not needed for these most common reasons, it is best to hire a full time employee. It is important that the temporary employee takes their assignment seriously and is ready to work. In the example given in the article, a temporary administrative assistant was hired to work in place of the current administrative assistant while she was going to be on maternity leave. The temporary worker spent her time doing other things and stopped reporting to work by the time the current employee was scheduled to actually go out on leave and no one was available to train someone new. The second concern is the legal risks of using staffing agencies. Companies become comfortable with the sense that a temporary employee is employed by the staffing agency and the agency assumes all responsibility for that employee. The company could be considered a “dual” or “joint” employer if they direct the daily activities of the temporary worker. Both the company and the staffing agency could be liable if a lawsuit were to occur and the contract between the two would need to be reviewed in the instance that lawsuit were to happen, for an injury on the job caused by a temporary employee for example. Performance problems are another issue. One of the biggest issues with companies using staffing agencies is the amount of no-shows. A company could be planning for a large event where they need extra staff, the staffing agency promises those individuals, but the temporary employee does not show for their assignment."

I agree with you completely, but there is one more point that you missed completely.
A more pressing reason that also motivates companies to hire part time employees is the law, rules and regulations associated with firing a full-time employee. Law grants full time employees certain rights such as severance pay, gratuity, relocation and reinstatements etc which are not a part of the part time workers.
Most of the company, that want to avoid the liability hire employees as either part time employees or contractors that provide services. IF the employee or the contractors works well and performs well within the contract period they hire him/her permanently, if not they fire immediately without any severance pay or liability.
