Stronger the intermolecular forces, more is the surface tension. From the options, we can see that the first compound is a diol and will have dipole forces between the molecules. So surface tension is highest. The third compound contains one hydroxyl group and is polar to some extent. It will also have dipole forces. The second compound has no functional group and has weak Vander waal forces. So surface tension is least.
