The force exerted by block on string is same as force exerted by string on block.One acts on block and one acts on string .The net force on block may not be zero ,some other force might be there.For moving at constant speed ,net force must be zero which may not happen.Just force by block on string is same as force by string on block.It does not mean net force is zero
