pi bonds forms due to parial overlapping of electrons,it's strenght is weaker than sigma bonding.so due to this partial overlapping electron can move from one place to another if alternate single-double bonds are present like in this example.each carbon ato has three p orbitals in which two are used for sigma bonding and remaining one is used for making pi bonds which is responsible for resonance.
