Rational choice model literally takes the meaning of rational and use it, It is decisive, predictable model of making decisions, It does not use instinct, instantaneous and unpredictability to make decisions.

Strategic behavior is something that has a vision, If you want to improve something you would need a vision and strategic thinking.

Right now the most important thing for US is to get economy right, This requires strategic vision, What must be the cap on trade deficit, how much we must import or export. What key infrastructure is needed in next 30 years and how must be we build of maintain it. These things are quite important for policy makers to avoid policy hazards. Regulation must also be bought in to check financial markets so future bubbles can be avoided.

Yes it explains how policymakers behave, Policy makers behavior is usually very much predictable. Only in times of extreme uncertainly will policy makers policies be complex but in normal times their policies like intrest rates and employment generation always serves the nation.
