an impulse is a Force over time I=F/t so if F1=3*F2 but I1=I2 and t1=3.2ms then F1/t1=3*F2/t1=F2/t2 so F2*t1/(3*F2)=t2 F2's cancels leaving t2=t1/3 which is 1.0667ms
