the peak-to-peak voltage is Vo = 20 V per square the top peak is at 100% therefore we get Vo = 20 * (100/100) = 20 V the rms voltage is Vrms = (Vo/2) or Vrms = (20/1.414) = 14.1 V the horizontal peak is at -20% therefore the time periodis T = 0.5 ms - 0.5 * (20/100) ms = 0.4 ms the frequency is f = (1/T) = (1/0.4 * 10-3) = (1000/4) = 250Hz
