The maximum speed in which a signal can move is the speed of light. This speed is very large but it is finite. The value of speed of light being 3 x 105 km per second. Now, there are some time lags between electronic circuits which add to the time lag created by the finite speed of light. Also, the telephonic signal has to move large distances. First, the signal is processed in the telephone device and then this processed signal moves a few tens, may be hunders km to go to antenna, from where it is sent to satellites through atmosphere. This forward journey may be a few hunded or thousand km. The signal is then sent to the required receiver through similar journey and that is also processed back to make your voice again. All these processed make signal reach with a delay and some times make it weak. Hence, the quality of signal may reduce and may give you a lag in time while talking.
