as question is not much clear but acc to me its first case if P=0 frictional force wil be upward as the block wil slide down
Limitimg frictional force =cofficient of static friction×m×g×cos13 =0.22× 51.75×9.8× cos13=108.7N
As mgsin13 which is equal to114.1N is greater than limitimg frictional force so body wil slide down and resulting frictional force wil be kinetic frictional force =0.19×51.75×9.8× cos 13 =93.9N
If P= 38 ib =169N
So 169Cos 23 -mgsin 13 =155.65-114.08=41.48N WHICH IS LESS THAN STATIC FRICTION SO RESULTING FRICTIONAL FORCE WIL be 41.48N as frictional force is self adjusting force which is proportional to applied force until reaches maximum force which is equal to limiting friction
