As the disease is X link recessive, in female if both recessive xx is present than it affect the female but male have only one X chromosome hence in any case male is affected.

IV-4 heterozygous normal female (Xx)

3..in the present case IV-3 is absolutely normal XX however her sister is heterozygous(Xx). She is normal because her father is normal and mother is heterozygous (Xx) carrier.
