If lactose is not present in the medium, then the cell doen't need to produce the enzyme which will break dowm lactose. Hence the lac operon is inducible, in which the inducer activates the operon for enzyme production. here in this operon inducer is lactose itself.
This is also not energetically favourable. So lac operon stops producing lactose metabolizing enzymes when excess of glucose is present in the media.
It is not energetically favourable for the cell to produce the enzymes whose products are already available in plenty. So if the cell encounters tryptophan availability in the media it will stop its process of trptophan synthesis by inhibiting the trp operon.
