Yes they will be held liable as they are executive in healthcare company. Executives have purely role in each activity for organization. So the drug labellinng could not be done without there permission. Further it totally depends on the legal facts that will be decided as the corporate officers or executives whatever it is , if they are given responsibilty or the branding/labelling comes under there scopy of work they will be liable otherwise not.
