Tunnels are man made structure which are used to change the course of water flowing in the river by channelising the river's water by providing a passage to the water. Most of the tunnels are man made in nature as they are made by excavating the subsurface but some time they can be formed by the action of ground water as chemically active ground water leaches, dissolved and erodes the subsurface thus forming a tunnel. Th main purpose of tunnels are to provide a passageway. This passage way can be used for transportation of train, cars and other vechicles or for channelising the river's water. Metropolitan Water District of Southern California (MWD) is in the favour of funding them because these tunnels can be used transfer water from to Sacramento-San Joaquin Delta then this water can be used to fulfill the needs of people San Francisco Bay Area, can be used to irrigate farms in San Joaquin Valley and Southern California. They will save the people from water's problem that is going to happen in the future and will be utilizing the full potential of the Sacramento river. This project will also act as a life line for the outdated north-south delivery system. The reasons why these tunnels are controversial and there people who strongly opposed building them beacuse people think that they destroy the natural habitat of the various organisms that are living in the river. It also cost the Southern California household up to $4.80 per month to $16 per month increase in their water bills as the Metropolitan Water District of Southern California (MWD) will charge the money invested from the people of Southern California. There are other people who think that it is not safe to build such type of mammoth structures as they can cause instability to the subsurface.

Yes, we should build them as they will as they will be solve a lot of future's problem and the money should be pumped on the basis of Public-private partnership (PPP).
