Question

Assume the role of a senator from a small state with a large naval base that is at the heart of the state's economy. The president has created a defense spending reform package that is designed to construct a smarter and more up-to-date national security budget—an objective that definitely serves the national interest. However, part of the reform package is the closing of military bases that no longer serve any vital purpose and redirecting that money into programs that will protect national security. Finally, one of the bases that must be closed is the huge naval base in their state. Their constituents are certain to take a short-term economic loss but the nation is better served with this closing.

What should you do when you are called upon to cast a vote on the president's program?

How would you act—as a trustee or a delegate?

How might your decision be influenced if the president is of the same political party versus the opposition?

Would your seniority matter in deciding how to vote? What kind of pressure might they get from their constituents?

Explanation / Answer

I will definitely vote against the decision because I need to work for the welfare of my people in my constituency. I was elected by them because they believed that I would bring something good for them and not bad. I shouldn't sacrifice my people for anything because charity begins at home.
I'll stand for the people, gather them, explain the employment and financial losses this move will bring and ask them them to fight for their lives and livelihood. I'llead the fight from the front. I'll atleast fight for a different firm that would safe guard the jobs and livelihood of the people.
Whether I belong to the ruling party or opposition, my move would be same. From me, my promise to the people of my constituency is really important.
My seniority in the party will have an impact because the seniors will pressurise me to abide by the party's decision but I won't bulge. For me, people in my constituency are more important than my party because if only I work for the betterment of people, I'll be able to win the next election. Party doesn't matter but the developmental works that helped in the welfare of the people do matter.
