Assume the role of a senator from a small state with a large naval base that is at the heart of the state's economy. The president has created a defense spending reform package that is designed to construct a smarter and more up-to-date national security budget—an objective that definitely serves the national interest.
However, part of the reform package is the closing of military bases that no longer serve any vital purpose and redirecting that money into programs that will protect national security. Finally, one of the bases that must be closed is the huge naval base in their state. Their constituents are certain to take a short-term economic loss but the nation is better served with this closing.

Explanation / Answer
I'll definitely support the decision of the president because if the military base doesn't serve any purpose it will incur more financial loss but I'll suggest that the government build some other facility that would help the people of my constituency.
As a delegate of my people, I need to help in the development of my people and constituency in terms of infrastructure, employment etc. As the delegate of the government, I need to think of the whole picture rather than the short term financial loss.
It's a natural phenomenon in the political arena that people support their parties and oppose the other parties, even though it would bring some good to the country but my stand would be simple if it affect my people I would oppose, if it benefit my people, especially the country as a whole, I would support it. I will also look for some alternate arrangement for my people from the government.
Seniority is one of the most important factors which will determine whether one's voice will be heard or not. It's about how well you put forth your argument and persuade more people to support your cause. It's also about looking into the future rather than living in the past which the young generation will be able to do without much difficulty. So, I would say, I don't care about my seniority.
