Accidents and incidents are prone to human resources and installations. Risk management approach provides the research and its development activities to protect human resources and property. Risk has always been an inherent feature of human existence and it has caused so much loss to the organization and also highlight the importance of risk management and standard of quality measures. Hazards were depicted as escaping energy or substance that could be managed by the design of barriers. Risk research has been influenced by a range of theoretical perspectives and methodological approaches. Systems of organizations are dynamic and include several feedback and adaption loops as revealed when risk research started incorporating human and organsational aspects.It is mendatory to apply quality assuarance techniques to safeguard the lives of employees in the organisation.Standard Operating procedures should be designed and followed meticulously.Chemical exoposure to the human body can lead fatal injury and loss to the organisation and thus safety and security measures should be taken on highest priority.
Industry Overview:
Hindustan Fluorocarbon public sector was established on 14th July 1983 by Indian Government in Hyderabad as a subsidiary company of Hindustan Organic Chemical Limited under the administrative control of the Department of Chemicals and Petrochemicals. The products of organization are hazardous and they are handled with due human care and it includes the range of product like Poly Tetra Fluoro Ethylene (PTFE), Chloro Die Fluoro methane (CFM-22). These kinds of products are used extensively in chemical, Mechanical, electrical and Electronic industries and has a strategic applications in defense and aerospace sectors.
Previous models of risk management were linear and static. However, the models turned out to be insufficient due to the dynamic nature of risk management, which still remain a major challenge for risk research. Systems are designed full proof and include several feedback and adopted measures to prevent accident( Hale,2006;Hale& Hovden,1998).The risk issues are now understood as a very complex social issues, in which a variety of stakeholders have divergent views though equally legitimate point of view. It is the right time to get awareness that our media and society should know the latest policy rules and guidelines of risk management. As per(OECD,2003b) risk researchers are involved directly to focus on tedious aspects and changes imposed on the actors at different societal levels and even beyond national borders in a globalised world. During the last 10 years of span, the concept of risk management has emerged, referring to the actions, processes, laws, traditions and institutions by which decisions about risk are prepared, taken and implemented.From the Indian point of view, Bhopal gas disaster tragedy and Chernobyl nuclear leakage incidents have rocked the world to tale immediate effective measure to prevent accident and save the human lives. The measures taken by government and risk research organization’s response have laid down the systematic integrative understanding of technological and social aspects of risk, risk perception and regulation regimes and it tries to cope with the interplay among economic ,political ,scientific and civil society actors involved in risk governance process(Renn,2005;2007;Renn& Klinke,2004).
Hindustan Fluorocarbons Limited manufacturing process consists of manufacturing polytetraflouroethylene and it consist four step to complete its cycle. In the first step Mono-chlorodiflouromethane is produced by reaction of chloroform with anhydrous hydrochloric acid in the presence of catalyst under controlled conditions of temperature and pressure. In the second step Tetraflouroethylene monomer is produced by pyrolsis of Cloro Fluoro Methane-22. In this process pyrolysis gases are cooled and scrubbed with Distilled water to remove hydrochloric acid as by product. Tetra Fluoro Ethane monomer containing impurities is neutralized by alkaline wash compressed and distilled under controlled conditions of temperature and pressure to get 99.9% pure Tetra Fluoro Ethane. Stabilizers are added in the distillation columns as well as in storage tanks to prevent polymerization during storing.
In the third step Tetra Fluoro Ethane monomer is polymerized by free radical chain polymerization method by suspension and emulsion technique. In the fourth step, the crude Poly Tettra Fluoro Ethane granules are produced by suspension polymerization which is grounded to desired particle size to produce various granular grades of HIFLON. Emulsion obtained from emulsion polymerization is chemically treated to produce agglomerated PTFE powder which is then dried to produce coagulation fine powder.This process includes a number of risk and hazards and process is desined in such a way to minimize the risks through various preventive measures by the employer but still risks are involved.
Quality Issues in regards of action and inaction:
Hindustan HydroFluorocarbon is involed in manufacturing poly Tetra fluorocarbon Ethane(PTFE). The main concern is to handle the chemical processing in utmost care and these chemical exposure can sustain injuries to human element.Proper standard masking of bodies and gloves are provided to employees to protect their body organs. Strict rules and regulations of handling photos and charts are displayed on working place and demonstration of safety and necessary instructions kit is provided to the employees.Maintenance manuels of safety and security instructions are given during on job training.Dos and donot procedure is followed by the concerned staff. Entries of man material is strictly permitted inside the chemical processing plant. Out of bounds area and regions are marked with the red paints and danger zones are marked with signs. Just in time and Kiazen are some quality approaches adopted by such kind of manufacturing plants.
Impact on employees:
The risk management approach is based upon a bureaucracy approach as the organizing principles within the public sector and on the concern with the ability of the public sector to assist the economical, efficient and effective measures of public services (Huges,2003). Over the past years the role of public sector, as a regulator and risk manager, has increased. Regulation of risk is not an attempt to eliminate risk;it is an attempt to manage risk(Hutter,2001a). Broadly defining risk management as a process involving a range of activities for coping with the risk, including how risk is identified and assessed and how social interventions to deal with risk are monitored and evaluated (Hood&Jones,1996). Privious research focus on a multilevel exploration and analysis of how society establishes the state to regulate and manage risk in the public sector.
This approach includes the possibility of shifting levels of analysis within the socio-technical system which is involved in public risk management and gives rise to issues like regulatory regimes,tools and strategies applied in controlling and managing risk and understanding the emergence of and adaptation to risks. It should encourage information flow and learning processes among system levels of the socio-technical system and characteristics of organizational interface among agencies and of national, regional and local institutions for public risk management process.Governing choices in modern societies is an interplay among governmental institutions and economic forces and civil societies actors. Risk has become an increasing interest for governance(Rothstein etal.,2006).
A vital aspect in understanding risk regulation processes and quality control techniques provide a platform to study regulatory enforcement practices. Risk management approach in public sector highlights the importance of various measures by the state and organization and they show us how socio-technical system explain important interface in public sector risk management process. In the same time it also highlight how do the different risk regulation regimes shape risk perception among officials and employees within the public sector. Quality control assuarance measures should be incorporated to minimize the man and material loss to the organisation.
