1) The main concern of the website in question would be to decrease complexity and enhance ease of search. Such a thing can be done by listing down all the permits one by one with various coloumns also suggesting their time, importance, criteria for selection and convention. A drop down selection pane can then be provided to the people, where they can enter the criteria according to which they would like organize their data and the time period for which they would like to view data. After selection, the data can then be sorted and shown to the person. The original data file need not be shown to the person. It can just be stored in the database.

2) In this case all the expansion plans, whether they are are in Australia, Europe, S.America or Southeast Asia, they are important and theerfore can't be listed down based on any particular criteria or convention or importance. Hence, the best possible way to enlist these projects would be by time.

3) Here the organization can be based on component. This is because the project is divided into multiple stages and each stage, even though interconnected, would have separate identities and requirements.

4) Here the organization shall be based upon criteria. Here there are four levels of emergency responses to earthquakes, and each level is entered when a ceratin criteria is fulfilled. Therefore, the best way of organization is based on criteria, with each criteria enlisting its separate data
