There are many 3rd party tools available for disk partition Which are better than windows default application; One application which I found much better is "MiniTool Partition Wizard"
MiniTool is a free software which is available on the internet. It offers all the features which are available on the windows default application and even more features. Some of its extra features are
a. Copying an entire disk partion
b. Conduction surface test for the HDD, etc

Due to 10b Encoding the MAX Data transfer rate in SATA 3 is 600 MB/s.
Disk-to-computer data transfer rate is affected by both disk-to-buffer transfer rate and buffer-to-computer transfer rate. The latter is determined by the interface (e.g. SATA III) and the drive, the former by the drive alone.
The interface has to be faster than Drive otherwise drive would become slow. So SATA 3 offers 600 MB/s. But its doesn't means that data transfer rate wolud be 600 MB/s.
The fastest HDD available as of now is Seagate BarraCuda which offers 210 MB/s.
