First, you should read these key documents relating to the definition and expression of usability. As you read, try to define for yourself as specifically as possible how you would assess usability. Remember, usability matters, because time matters -- the argument for usability is heavily based on efficiency, not on aesthetics or people's rights not to be put upon.

Well there is a lot of criteria for determining usability. For one, usable code for example takes a little more time to develop but if it is used a lot, it ultimately saves time. It's up to each individual developer to make sure their product is reusable; however, the lead architect is usually the one designing the overall system and making these judgments. Disagreements about usability are often brought up in meetings during the initial design phase and are less welcome toward final testing. The lead designer/architect usually has the final say once all the cards are on the table.
